Fix the story of an addicted city

Summary: Documents the social, personal, economic and political issues surrounding the growing drug problem in Downtown Eastside Vancouver. Features: the efforts of activists Dean Wilson and Ann Livingston to get the city to start a harm reduction program and cease the war on drugs; the efforts of Mayor Philip Owen to get agreement to his action plan in council; the backlash from property owners and citizens in the area; the efforts of police to maintain law and order, and portrayals of the addicts themselves. Woven into the key events of the two-year period of the film is the personal relationship of Livingston and Wilson as Wilson struggles to kick his own drug habit.
