Summary:

Winnipeg is trying to make city buses safer. Most of the 40 ticketable offenses in its new transit bylaw aren't controversial - bans on drinking alcohol, rules against climbing out of bus windows, that sort of thing. But one particular new rule is causing debate: a ban on singing on the bus. Brian Mayes, a city councillor and the chairman of Winnipeg's public works committee, is one person who insists the new bylaw has not gone too far.
